NOTIFICATION :
** In partial modification of the earlier notifications issued by the Department time to time, the Government of Tripura in Higher Education Department has formulated the following revised guidelines to be adopted for distributon of seats of professional degree colleges through counseling process by TBJEE.

** The Tripura Board of Joint Entrance Examination shall conduct counseling of the qualified / eligible -andidates for admission into the different Professional Degree Courses inside and outside colleges / nstitutions of Tripura every year.

** All the sponsoring departments shall have to place the number of seats available with the departments for he respective year after proper verification of the 100 point roster of the seats through the nodal departments viz. ST, SC & OBC Welfare Department, Social Welfare Department & Directorate of Sainik Welfare preferably by first week of June every year ie. well ahead of the publication of notification for Lounseling to the Chairman, Tripura Board of Joint Entrance Examination.

** While verifying the roster by he nodal department against the state quota seats, the reservation of the seats for the UR, ST, SC, Wards of Ex-serviceman & Physically Handicapped candidates should clearly be mentioned in respect of each Institution / College so that Notification by the Board can be Imade accordingly.

** However, isolated individual seat of similar categorynature may be Jrouped together for the purpose of reservation taking in account of the status as per the State Reservation provision.

** The Tripura Board of Joint Entrance Examination after obtaining the information from the sponsoring departments will notify the counseling programme and the status of the available seats for PCM & PCB groups for the purpose of counseling.

** The Tripura Board of Joint Entrance Examination shall prepare the Common Merit List based on the performance of candidates in Tripura Joint Entrance Examination both for PCM & PCB groups separately.

** Counseling shall be conducted strictly on the basis of Common Merit List published by the Board and allocation of seats for different category of colleges for different category of candidates would be strictly tione based on the number of seats for various categories as received from the various sponsoring departments.

** The Tripura Board of Joint Entrance Examination shall maintain record of seat offered to a particular candidate, whether accepted or rejected and his / her attendance in counseling process by way of taking his / her full signature on the record itself.

** The signature of the candidate shall be recorded in the register of SCST Welfare departments as well.

** Appearance in person in the counseling is mandatory to get a seat by a candidate.

** A candidate who does not appear in the first round of counseling shall not be permitted to appear in the second or subsequent round of counseling.

** However, a candidate, in very exceptional circumstances, with valid and cogent family or individual reason like serious illness / hospitalization or any serious incident shall be allowed for the second round of counseling, if He/she seeks permission with documentary evidences of the incident / illness before the date fixed for the first round of counseling.

** On the other hand, in exceptional cases which are beyond the control of the candidate, application for appearing in subsequent counseling may be entertained after the date is over that too not more than two or three days after the date of first counseling is over where some unforeseen circumstances takes place immediately before or on the date of the counseling which could not have been brought to the notice of the Board prior to the counseling.

** In such cases the decision of the Board shall be final and these will not be a right on the part of the candidate.

** For an example, if a candidate who was coming for counseling meets with an accident, He/she can apply to the Board within two or three days after the date of first counseling is over with proof of having met with an accident and in that case the Board, if satisfied, may permit himher to appear in the second round of counseling.

** A candidate who surrenders his / her seat offered in the first round of counseling with an intention to avail better seat in the second and subsequent round of counseling, if any takes place by the Board or sponsoring department shall not claim the college of his / her choice as per his / her original rank of the first counseling.

** He / she will have to accept the seat in the college which is available during the second counseling if it takes place.

** The same method shall be applied in case of a candidate who sought permission to abstain from first round of counseling for allotment of seat in second round of counseling and also for the candidates who does not accept i. refuse seat allotted to them in the first round of counseling.

** For example, if a candidate who may have topped the Joint Entrance Examination in the first round counseling but surrendered hisher seat with the intention of appearing in the second counseling then He/she cannot claim in the second counseling that on the basis of the rank He/she should be given a college of hisher choice.

** He/she will now rank with the others who are in the second counseling and if in the second counseling

** He/she is entitled to a college of hisher choice, He/she may get but not on the basis of the original rank in hisher category.

** To clarify it further, supposing an unreserved category who is number one in the list could get a college of hisher choice in the first counseling, but He/she does not accept the offer and surrenders the seat.

** In that case, when the second counseling takes place, there is no seat left under the unreserved category in the college of hisher choice.

** He/she will have to accept the seat in the college which is now offered to himher in the second counseling as per the availability

** There may be cases that no second round of counseling is called for and if that happens then the candidate who has surrendered his / her seat during first round of counseling will have no right to claim a seat on the basis of his/ her original ranking in the merit list.

** A Candidate who opted seat during first round of counseling but subsequently intended for surrendering the seat shall have to apply to the respective sponsoring department for surrendering the seat within 7 (seven) days positively excluding the date of receiving of the seat from the counseling.

** After the completion of first round of counseling, the Board shall inform about the vacancy status of seats in respect of course / branch and category to all the sponsoring departments so that the next course of action can be taken by concerned department during second and subsequent counseling.

** All the sponsoring departments shall have to inform the status of the seats distribution in details to the Chairman of the Joint Entrance Board after completion of 2and subsequent round of counseling as well.

** The Board shall decide up to which Merit Position from the Common Merit List will be called for counseling for both PCM & PCB group.

** Candidates shall have to appear before the Board for counseling on the date, time & place with all the original documents, namely H.. (2 stage) Marksheet, Madhyamik Marksheet & Admit Card, Permanent Residence of Tripura Certificate (PRTC), SC & ST Certificate, where applicable, Admit Card of TJEE of respective year, mark slip of TJEE and all other relevant certificates.

** Two attested copies of H.. Mark sheet are to be produced as well.

** The candidates shall have to remain present sharp at the time of commencement of the counselingsession specified for them.

** No candidate will be considered for allotment of any seat unless He/she appears personally before the Board at the time of counseling.

** Selection of candidate for a particular course to a certain CollegeUniversity will be subject to the fulfillment of eligibility criteria, if any of the respective collegeUniversityinstitution, including the cut-off marks in Tripura Joint Entrance Examination of the respective year.

** There will be no wait list of the candidates at the time of counseling. In successive occasions, fresh counseling will be held as per procedure.

** No separate call letter will be issued to any candidate.

** If a Candidate is allotted a seat in the current year or in the past whether in or outside the State on the basis of the result of Tripura Joint Entrance Examination, He/she will not be considered for allotment of seat unless He/she has surrendered the allotted seat in writing within the specified time to the appropriate authority of the sponsoring department and produce the necessary proof for that at the time of counseling.

** Exchange of seats in interdepartmental vacancies of any college or institution will not come in the purview of the TBJEE.

** It may be that allocation of more seats for different professional courses for eligible candidates would be available to TBJEE prior to commencement of the counseling as per the Notification already issued.

** In that event, counseling for distribution of those seats would also be held simultaneously.

** Further Notification regarding availability of such seats may not be possible to be issued prior to counseling, Without production of the original certificates no candidates shall be allowed for counseling.

** Only the candidate and hisher one guardian will be allowed to enter the counseling hall
