Notification :
Vide the West Bengal Joint Entrance Examinations Board Act, 2014, the State Govt. in the Higher Education Deptt. has conferred the West Bengal Joint Entrance Examinations Board (WBJEEB) the status of a Statutory Body. Subject to the provisions of this Act, the WBJEEB shall have to conduct counselling and admission process in respect of Master of Computer (MCA) course in the academic session 2015-16”.

And whereas for admission into the MCA programme, it is essential for the candidates to have appeared in the State Common Entrance Examination i.e JECA – 2015 and to secure a rank, it has been decided by the State Government in the Higher Education Department to continue the admission process on the basis of the norms of the AICTE and other regulatory authorities, the following guidelines and instruction for counselling and admission in the Master of Computer Application (MCA) course for academic session 2015-16 are provided hereunder

Guidelines
1. Venue of Counselling :
VIVEKANANDA YUBA BHARATI KRIRANGAN (SALT LAKE STADIUM),
SALT LAKE, KOLKATA-700098

2. Period of Counselling :
11th -12th August 2015

3. Application Form and E-Challan :
Application Form submitted for JECA 2015, Rank Card and e-challan can be down loaded from appropriate links in Board’s website : wbjeeb.in from Saturday, August 8th, 2015. Candidates should bring the duly filled in forms (as stated above) with them on the day of counselling.

4. Counselling Fee :
Candidates have to pay a non-refundable Counselling fee for Rs. 506/- through the duly filled-in e-challan at the Allahabad Bank counter to be opened at counselling venue- VIVEKANANDA YUBA BHARATI KRIRANGAN (SALT LAKE STADIUM) on the days of Counselling.

5. Eligibility Criteria :
(A) Following minimum qualification to JECA-2015 qualified for the academic session 2015-16 :
All Universities, Govt. College and Self-financed Private Colleges that offer the three years Master of Computer Application (MCA) course in the State of West Bengal shall follow one of the four modules regarding eligibility criteria for admission of JECA-2015 qualified candidates in the said course for the 2015-16 academic session.

The four modules are:
Module 1:
Candidate must have passed 3-years Bachelor degree program from UGC recognized University with at least 60% in Honours/Aggregate (45% for SC/ST/OBC-A/OBC-B candidates) or AICTE recognized BCA of a University/Institute along with 60% marks in Mathematics at the Bachelor’s level.

Candidates have to secure at least 60% marks in Secondary and Higher Secondary or equivalent level from recognized Boards with at least 60% marks in Mathematics at each level.

Module 2:
UGC and/or AICTE recognized (as the case may be) Bachelor’s degree of minimum 3-years duration except BBA with Mathematics at 10+2 level or graduate level.

Obtained 50% marks (45% marks for SC/ST/OBC-A/OBC-B candidates) at graduation level.

Module 3:
Graduate or equivalent degree under (10+2+3) pattern in any discipline of a UGC recognized University/Institute or AICTE recognized B.E./B.Tech/BCA of a University/Institute. Candidate must have Mathematics as one of the subjects at each level of education. Candidates have to secure 60% marks (45% marks for SC/ST/OBC-A/OBC-B candidates) at each level education.

Module 4:
B.Sc. Honours degree under (10+2+3) pattern in any discipline of a UGC recognized University/Institute with at least 60% marks in Hons./Aggregate (45% marks for SC/ST/OBC-A/OBC-B candidates) along with at least 55% marks in Mathematics. Candidate have to secure at least 60% marks in Secondary and Higher Secondary or equivalent level from recognized Boards with at least 60% marks in Mathematics at each level.

Reservation Policy :
Availability of seats for SC / ST Category :
Reservation of seats for SC / ST candidates domiciled in West Bengal shall be made as per the State Govt. Rules, in respect of all Govt. Engineering & Technology Colleges as well as State-aided Universities / University Departments following the Gazette Notification vide the West Bengal Act X of 2013, dated, 30th April, 2013 followed by the Rules vide Notification no. 07-Edn (U), dated, the 2nd January, 2014 published in the Kolkata Gazette vide Registered no. WB/SC-247, dated, 3rd January, 2014. For Self-Financing Engineering & Technology/ Pharmacy Institutions, reservation of seats for such students is not mandatory. However, seats may be made available by willing Institutions, and this would be reflected in the Seat Matrix provided in the website for counselling.

Availability of seats for PwD (Persons with Disabilities) Category Students :
Reservation of seats for PwD candidates domiciled in West Bengal shall be made as per the State Govt. norms for all Govt. Engineering & Technology Colleges as well as State-aided Universities/University Departments following the Gazette Notification vide no. 65-Edn (U), dated 16.01.2014 i.e. persons with Disabilities will enjoy a 3% reservation in each of the categories i.e. SC, ST, OBC-A and OBCB category of seats as well as in the Unreserved Category of seats. For Self Financing Engineering & Technology/Pharmacy Institutes, reservation of seats for such students is not mandatory. However, seats may be made available by willing Institutions, and this would be reflected in the Seat Matrix of JECA-2015 provided in the website for counselling.

Availability of seats for OBC-A and OBC-B Category students :
As per the Gazette Notification, vide the West Bengal Act X of 2013, dated, 30th April, 2013 followed by the Rules vide Notification no. 07-Edn (U), dated, 2nd January, 2014 published in the Kolkata Gazette vide Registered no. WB/SC-247, dated, 3rd January, 2014, reservation of seats for such categories of students is applicable for Govt. Engineering & Technology Colleges and State-Aided Universities/University Departments subject to certain pre-conditions such as prior approval of regulatory authorities, creation/availability of infrastructure etc. In the academic session of 2015-16, availability of seats for OBC -A category and OBC-B category would be reflected in the

Seat Matrix provided in the website for counselling. For Self-Financing Engineering & Technology/Pharmacy Institutes, reservation of seats for such students is not mandatory. However, seats may be made available by willing Institutions, which would be reflected in the Seat Matrix for JECA-2015 provided in the website for counselling.

Note:
For the categories under 4.1, 4.2 and 4.3, marks of the qualifying examinations will be 5% less than the General Category of Students.
