ALL INDIA PRE-VETERINARY TEST (AIPVT)-2015 :

1. INTRODUCTION:
The Veterinary Council of India is a statutory body established under Indian Veterinary Council Act, 1984 (52 of 1984) and charged with the responsibilities of regulation of Veterinary practice, preparation and maintenance of Indian Veterinary Practitioner’s Register, regulation of minimum standards of Veterinary education and matters connected therewith.
In exercise of the powers conferred by sub-section (1) of section 22 read with clause (b) of sub-section (1) of section 21 of the Indian Veterinary Council Act, 1984, the Council with the prior approval of the Central Government has framed Minimum Standards of Veterinary Education – Degree Course (B.V.Sc. & A.H.) Regulations, 2008.
As per the provisions of regulation 7(7) of the aforesaid Regulations, the Veterinary Council of India conducts All India Pre-Veterinary Test (AIPVT) for filling up 15% of All India Quota seats in the Veterinary Colleges in India (except from Jammu & Kashmir State).

Candidates are advised to go through the Information Bulletin carefully and ensure their eligibility themselves to appear at the All India Pre-Veterinary Test (AIPVT)–2015.

1. Candidates can apply for AIPVT-2015 “Online” ONLY. The Application Form other than online mode would not be accepted, in any case.
2. Submission of Online Application Form may be made on Council’s website only.
3. Instructions for filling Online Application Form are available in the Information Bulletin. Candidates must follow the instructions strictly as given in the Information Bulletin and on Council’s website. Candidates not complying with the instructions shall be summarily disqualified.

4. Candidates must retain the following documents with them as reference for future correspondence:
(i) At least four printouts of the Confirmation Page of Online Application Form.
(ii) Proof of fee paid
(iii) Identical Photograph uploaded on the Online Application Form – 8 passport size and 4 postcard size
(iv) Copy of Self Declaration in respect of candidates from Jammu & Kashmir who are claiming seats under 15% All India Quota

5. Candidate must ensure that E-mail address and Mobile No. provided in the Online Application Form are his/her own or parent’s as all information/ communication will be sent by the VCI through E-mail on E-mail address or SMS on given Mobile No. only. Candidate himself/herself shall be held responsible for non-receipt of latest information/ communication due to wrong E-mail address and Mobile No. provided in the Online Application Form.
Candidate should not give the postal address, Mobile No. and E-mail address of Coaching Centre in their Online Application Form.

6. FEE DETAILS AND MODE OF PAYMENT: Fee to be Paid For General/OBC Rs.1500/- For SC/ST/PH Rs. 750/- Service/Processing charges & Service Taxes is to be paid by the candidate, as applicable.
(i) After completing Part-III of Online Application Form, candidates may remit the examination fee (Part-IV) in the following manner
Through any Debit/Credit Card using on-line payment gateway facility.
Through e-challan by depositing fee in the VCI account in any of the branches of Vijaya Bank/ State Bank of India.
(a) If decided to pay fee through Debit/Credit Card, check the validity of the Card and keep it ready with you while logging on to website for submitting application form. Make payment of fee through Debit/ Credit Card.
(b) If decided to pay fee through e-challan, choose the Bank for depositing the fee through e-challan downloaded from Council’s website. Make payment of fee through e-challan at any of the branches of the bank selected.

(ii) Print the Confirmation Page (Part V) of Online Application Form after completion of Part-IV of fee payment.

(iii) Candidate must keep with him/her as proof of remittance of fee – e-challan (candidate’s copy) in case of payment through e-challan and transaction slip in case of payment through Debit/ Credit card.

Note:
No fee will be accepted by the VCI in any other mode i.e Demand Draft /Cheque/Cash/ IPO/Money Order etc.
Failure to complete Part – III of Online Application Form and further updation of fee details as per Part-IV, final submission of Online Application Form will remain incomplete and unsuccessful. Such Online Application Form would stand rejected and no correspondence on this account will be entertained.
No request for refund of fee once remitted by the candidate will be entertained by the VCI under any circumstances.

7. INSTRUCTION FOR FILLING ONLINE APPLICATION FORM : Read the “Instructions and Procedure for Online Application Form of AIPVT-2015”.
Download the Information Bulletin and read it carefully to ensure your eligibility.

Follow following 5 (Five) steps to Apply Online:
Step-1: Fill in the REGISTRATION PAGE. &
Step-2: Fill in the APPLICATION FORM and Note Down the Registration No.
Step-3:Upload scanned images of Candidate’s Photograph, Candidate’s Signature, Signature of Parents/ Guardians, Thumb Impression and Self Declaration (in case of candidates belong to Jammu & Kashmir) in JPG.
Step-4: Make payment of fee through Debit/Credit Card or by e-challan
Step-5: Print Confirmation Page after successful remittance of fee.

8. IMPORTANT DATES:

Note: The entire application process of AIPVT-2015 is online, including uploading of Candidate’s photograph, Candidate’s Signature, Parents/ Guardians Signature,Thumb Impression, Self Declaration in respect of candidates belonging to the State of Jammu & Kashmir.
Therefore, the candidates are NOT REQUIRED TO SEND any document(s) to VCI through Post/ Fax/ By Hand.

Important Notes:
1. Only one application is to be submitted by a candidate.

2. Information regarding the list of registered applications of candidates received with fees will be put on the Council’s website on 29.05.2015 along with their Roll Nos. The candidature of the candidate, whose fees has not been received upto prescribed last date, will not be considered for the examination. In case the name and particulars of the candidate is not shown in the final list of candidates on the Council’s website on 29.05.2015 and the candidate has paid the fee, the candidate should approach the Help Line between 10:00 A.M. to 5:00 P.M. from 30.05.2015 to 05.06.2015 with following documents for considering his/her candidature for the examination\

(a) Proof of fee paid (Photocopy of the e-challan (candidate’s copy), if fees paid through e-challan or Photocopy of transaction slip if fees paid through Debit/ Credit Card). In case, the fee has not been remitted within the prescribed last date, the application would be treated unsuccessful and it shall not be considered.

(b) Print out of the Confirmation Page. (c) No request regarding non-receipt of Online Application Form would be entertained by the Council after 05.06.2015.
3. Cities for Centre be chosen carefully as changes are not allowed after submission of Online Application Form. Under no circumstances the choice of cities for centre provided in the Online Application Form shall be changed.

4. The candidates can download Admit Card and Rank Letter/ Counseling Letter from the Council’s website. Candidates must preserve the Admit Card and Rank Letter/ Counseling Letter till the admission in College or Institution is over.

5. Candidates are advised to keep visiting the Cuncil’s website regularly for latest updates till the completion of final round of counseling to check their e-mails on the given E-mail address and SMS in their Mobile No. for latest updates and information. EXAMINATION (All India Pre-Veterinary Test (AIPVT)-2015):
(i) Pattern : The examination shall consist of one paper containing 180 objective type questions (four options with single correct answer) from Physics, Chemistry and Biology (Botany &Zoology). The distribution of questions shall be as follows:

Each question carries 3 marks. For each correct response the candidate will get 3 marks. For each incorrect response, one mark will be deducted.
(ii) Date: The examination shall be held on 20th June, 2015 (Saturday)
(iii) Timing: The Test shall be of 3 hours duration from 2.00 to 5.00 P.M.
(iv) Centres (Cities):The Centres (Cities) where the Test shall be conducted are given in the Information Bulletin at Appendix-I
(v) Syllabus: The syllabus is given in the Information Bulletin at Appendix-II
(vi) Language of Question Paper: Question Paper shall be in English and Hindi. In case of variation in English and Hindi version of Question Paper, English version shall be taken as final.

DURATION OF COURSE:
The duration of B.V.Sc. & A.H. degree course is spread over five complete academic years consisting of First, Second, Third, Fourth and Fifth Annual / Board examinations and a compulsory rotating internship of six months.

ELIGIBILITY:
(i) The candidates should be an Indian National (except from the State of Jammu & Kashmir).
(ii) He/She has attained or will attain the age of Seventeen (17) years as on 31st December, 2015. Candidates attaining seventeen years on 1st of January, 2016 or later will not be eligible to appear at the AIPVT-2015.

The upper age limit for candidates seeking admission under 15% All India Quota Seats is 25 years as on 31st December, 2015. Further provided that this upper age limit shall be relaxed by a period of 5 (five) years for the ndidates of Scheduled Castes/ Scheduled Tribes/Other Backward Classes.Candidate must be born on or between
(a) 01/01/86 to 01/01/99 (SC/ST/OBC Category)
(b) 01/01/91 to 01/01/99 (General Category)

Qualifying Examinations:
Candidate must have passed any of the following qualifying examinations :
The Higher/Senior Secondary Examination or the Indian School Certificate Examination which is equivalent to 10+2 Higher/Senior Secondary Examination after a period of 12 years of study, the last two years of study with Physics, Chemistry, Biology and any other elective subject with English at a level not less than the core course for English as prescribed by the National Council for Educational Research and Training after the introduction of the 10+2+3 (years) educational structure as recommended by the National Committee on Education.

OR

The Intermediate Examination in Science from a recognized University/Board with Physics, Chemistry and Biology (which shall include a practical test in these subjects) and English as a core course.

(a) He/ She has passed the qualifying examination with the subjects of Physics, Chemistry, Biology and English as core course or an examination equivalent to intermediate Science examination of an Indian University/ Board recognised by the Association of Indian Universities taking Physics, Chemistry and Biology including a practical test in each of these subjects and English as a core course .

(b) A candidate under General Category for admission to the B.V.Sc. & A.H. degree course must have passed in each of these subjects of English, Physics, Chemistry and Biology, and obtained 50% marks in aggregate of these subjects, at the qualifying examination. Admission of students to B.V.Sc. & A.H. degree course shall be made only on the basis of his/her merit in the competitive entrance examination. No other merit/ weightage shall be considered for admission to B.V.Sc. & A.H. degree course.

(c) In respect of candidates belonging to the Scheduled Castes/ the Scheduled Tribes or other special category (Other Backward Classes) of students as specified by the Government from time to time, marks required for admission shall be 10% less than that prescribed for General Category. Where the seats reserved for the Scheduled Caste and the Scheduled Tribes students in any State cannot be filled for want of requisite number of candidates fulfilling the minimum requirement prescribed by that State, then such vacancies shall be filled up on All India basis with students belonging to the Scheduled Castes and Scheduled Tribes getting not less than the minimum prescribed pass percentage.

Physical Disability:
A candidate shall not be allowed admission to B.V.Sc & A.H. degree course including those admitted under 15% reserved quota of Veterinary Council of India if he/she suffer disabilities in physical fitness as listed below:-
a. Disability of total body including disability of chest/spine more than 50%,
b. Disability of lower limb of more than 50%,
c. Disability of upper limb,
d. Visually handicapped candidates and those with hearing disability,
e. Candidates with progressive diseases like myopathies etc.
f. Disabilities which otherwise would interfere in the performance of duties of a veterinarian.

Note: The disabiltiy should be certified by a duly constituted and authorised Medical Board comprising of atleast three specialists out of which two should be of the specialty concerned and the candidate has to present him/her – self before the Medical Board. The last valid disability certificate of the candidate from a Medical Board should not be more than three months old from the date of submitting his/her certificate for disabled candidates.

(iv) Candidates from Jammu & Kashmir State:
(a) Candidates from the State of Jammu & Kashmir are NOT ELIGIBLE for 15% All India Quota seats as the provisions of the Indian Veterinary Council Act 1984 have not been extended to the State of Jammu & Kashmir. If they claim eligibility, they must upload Self Declaration, as per proforma given in Appendix-III on a Plain Paper to the effect that
i) They are not eligible to seek admission for B.V.Sc & A.H. Course in Veterinary Colleges in the State of Jammu & Kashmir.
ii) They are not domiciled in Jammu & Kashmir

(b) Online Applications Form not supported with the required scanned Self Declaration in original as per format given at Appendix-III or incomplete, unsigned or photocopy of the Self Declaration shall be summarily rejected without any further reference in the matter.
(c) The Self Declaration made by such candidates will be verified and if found to be false, the admission of all such candidates shall be cancelled and criminal proceedings may be initiated against them.
(d) Candidates from State of Jammu & Kashmir shall have to submit an affidavit as per Appendix-IV on Non Judicial Stamp Paper of Rs.10/- duly attested by Metropolitan Magistrate/ First Class Judicial Magistrate at the time of Counseling.

Note:
A candidate who is taking the qualifying examination prior to the AIPVT, or whose result is awaited, may also apply and take the examination but he/she shall not be eligible for admission to the B.V.Sc. & A.H. course, if he/she does not pass the qualifying examination with the required percentage of marks as per the Minimum Standard of Veterinary Education – Degree Course (B.V.Sc & A.H.) Regulations, 2008 on or before 30th June, 2015 and submit the documentary proof during counseling, if selected.

  21. Which are the entrance exam centers?

    1. The centre indicated for the entrance examination by a candidate is only his/her option. Actual centre shall be allotted by Council and it shall be final. No correspondence in this regard shall be entertained.
